2 level brew stand from Amazon for $NZ343 delivered to NZ. I'm tempted but don't know if the burners would work with standard NZ fittings. Plus what's the point of two levels with burners?

The two levels would be for two vessels that need heating, most likely a hot liquor tank and boil kettle. You'd put an HLT on the top burner, and transfer the hot water to the other vessels below via gravity, rather than using a pump. I am not well versed on gas fittings, as I don't use gas heating for my brewing needs, so I cannot provide any information there.

I added this to my Amazon cart to check the actual shipping cost to New Zealand, and they quote somewhere around $1400. I'm not sure if I made an error here, but I think that shipping cost is pretty ridiculous. Disregarding that shipping cost, I think that this would be a nice platform for all grain brewing, but you could probably make something yourself that would suit your needs better for the cost.

Have you considered electric brewing at all? I am biased since I have only brewed on an electric system, but it's a lot easier plugging your kettle into the wall than filling an LPG tank every few brews.

I understand gravity systems, but it seems like it needs a third tier for the mash tun. 

I'd prefer electric, but the problem is I'd need to do some wiring upgrades in the garage and It gets pretty expensive by the time I buy everything else. Everything is newly wired but is the standard (10amp I think?) wiring and would need some 15 amp sockets etc.

If you look at the other pictures on the Amazon page, you'll see other users have placed their mash tun on another surface. Not ideal, but it works I guess.

Most wall circuits should be 20 amp rated, as they are required to deal with higher loads, but you should check to be sure. The breaker associated with the circuit you want to use should give you a clue as to what the wiring is rated for. If you have access to the wire, you can see what size the wire is. 2mm^2 is enough for an element drawing less than 15 amps. Gas would be cheaper and easier to set up, so it's probably the route to go in your case.

The Bayou burner I got off Amazon connect straight on to the NZ gas bottle.. so I don't think there would be an issue.

That's is one hell of a gas system... but I think you could get cheaper made here in NZ *than the real shipping cost)... maybe try a local engineering firm to make the stand. Allgrain.co.nz have some good burners to look at.
